Dr. Dale Carroll Honored by VHHA as Outstanding Hospital and Health System Leader

Dr. Dale CarrolDale Carroll, MD, RMH senior vice president, clinical effectiveness, and chief medical officer, has received the 2011 Meritorious Service Award from the Virginia Hospital & Healthcare Association (VHHA) for exceptional leadership and significant contributions to health care.

The award was presented Nov. 10 during the 85th Annual Meeting of the VHHA Membership at The Homestead in Hot Springs, Virginia.

The Meritorious Service Award honors individuals who are affiliated with member institutions and who have a history of making significant contributions to the health care field on both a state and local level through commitment to service and leadership.

Dr. Carroll has been instrumental to the success of Virginia’s statewide health emergency planning capabilities. He was involved from the outset in VHHA’s Hospital Disaster Preparedness Task Force, which first met in 2002. This group created the framework for the statewide Hospital Emergency Management Committee (HEMC), which Dr. Carroll chaired for eight years.

“Dr. Carroll’s willingness to serve as HEMC chair for an extended period of time provided the program with continuity and stability,” said Betty Long, vice president, VHHA. “His contributions during his many years of service are among the reasons Virginia is touted as having one of the best health emergency planning systems in the country.”

In addition to his statewide contributions, Dr. Carroll’s accomplishments at RMH include launching successful quality and patient safety initiatives, facilitating growth of and collaboration among the medical staff, and improving community health and safety at the local level. In 2011 he helped launch the RMH Journey of Excellence initiative, which seeks to improve performance and clinical outcomes by driving out waste, bringing value to the patient, and creating meaningful work for everyone.

A strong advocate of community health, Dale has served the Harrisonburg-Rockingham Free Clinic both as a board member and as a dedicated physician volunteer. He also served on the original development committee and then the charter board of the Harrisonburg Community Health Center, which opened in 2007.

Dr. Carroll joined RMH in July 2000 as senior vice president, clinical effectiveness and chief medical officer. Before coming to RMH, he had a distinguished 29-year career with the U.S. Army. Just prior to joining RMH, he served as Chief of Consultants for the U.S. Army Medical Command and as advisor to the Surgeon General of the Army on performance and quality improvement. He is an alumni examiner for the Malcolm Baldrige National Quality Award, the most prestigious quality award program in the United States and has been selected to serve as an a 2012 examiner for Virginia's quality award, the Virginia Senate Quality and Productivity Award.

Dr. Carroll earned his medical degree from the Medical University of South Carolina and his masters in public health from the University of Washington in Seattle. He is a Diplomat of the American Board of Family Practice and the American Board of Preventive Medicine. He is member of the American College of Physician Executives, the American Society for Quality, and the National Association for Healthcare Quality.

“I am very excited to have been selected for this award,” Dr. Carroll said. “I am pleased that my training and experience as an Army physician with disaster medicine and mass casualty situations could be put to good use in assisting RMH, our local community and the Commonwealth in preparing for disaster and mass casualty scenarios. It is an honor to have had the opportunity to lead our local emergency management task force and the Virginia hospital emergency preparedness efforts and to be associated with the exceptionally dedicated members of the state and local emergency preparedness teams.”

Noted RMH President Jim Krauss, “I have had the pleasure and honor of working with Dale since we both joined RMH in 2000. He is always seeking ways to make a difference and improve lives—whether it’s by volunteering at the Free Clinic, guiding RMH’s quality and patient safety initiatives, or contributing critical clinical expertise to Virginia’s emergency preparedness efforts. He is richly deserving of this recognition.”
